A proposal to make continuous environmental monitoring part of how Irvine and Orange County protect residents, from real-time detection through immediate decontamination.

COMMUNITIES DESERVE TO KNOW WHAT'S IN THE AIR

AFS Global Defense is built around a belief that safety should be proactive, not reactive — and that communities deserve to know what's in the air around them before a situation becomes an emergency.

Most municipal environmental response works the other way. A release occurs, someone reports it, responders arrive, and the assessment begins. By the time anyone knows what the substance is, it has been in the air for however long it took that sequence to run.

The technology to close that gap exists and is already in service in cities across the country. This initiative proposes bringing it to Orange County.

WHAT THE INITIATIVE COVERS

Environmental Protection

Continuous monitoring around industrial facilities, research laboratories, water treatment plants, and transportation corridors. Early detection of hazardous chemical releases and toxic industrial emissions — protecting air quality and environmental resources before an exposure becomes an incident.

Public Safety and First Responders

State-of-the-art portable and remotely operated detection systems for the Irvine Fire Department Hazardous Materials Team, Irvine Police Department, and emergency management personnel. Drone-mounted and robotic remote sensing reduces responder exposure by characterizing a hazard before anyone approaches it.

Critical Infrastructure Protection

An interoperable early-warning network protecting City Hall, schools, hospitals, transportation hubs, the Great Park, water facilities, and other critical public infrastructure.

Smart City Integration

Detection assets that connect to Irvine's existing drone, robotics, emergency communications, and intelligent command systems — extending investments the city has already made rather than duplicating them.

Decontamination and Recovery

Detection is where the response starts, not where it ends. When an incident occurs, AFS provides immediate decontamination capability for affected areas, sensitive equipment, and personnel — carrying the response from early warning through full recovery.

Its flame spectrophotometry detects threats across gas, vapor, aerosol, liquid, and powder in real time, at concentrations far below the lethal dose.

AFS Global Defense brings that capability into a municipal context, specification, integration with existing city systems, training, decontamination capability, and long-term support.

WHY IRVINE

Irvine is among California's safest, most technologically advanced, and most environmentally conscious communities. It has the infrastructure, the institutional capacity, and the stated priorities to integrate next-generation detection into its public safety and environmental strategy and in doing so, to establish a model other cities can follow.

The same technology protecting federal facilities and major metropolitan fire departments can protect a city's residents in their ordinary daily life. That is the opportunity here.
